"President Xi Jinping Calls for Technological Self-Reliance Amidst US Restrictions"

Chinese President Xi Jinping Calls for Technological Self-Reliance Amidst US Restrictions

During an inspection tour of a major industrial province, Chinese President Xi Jinping reiterated the need for greater innovation and technological self-reliance in light of intensified restrictions imposed by the United States on Chinese access to advanced technologies. Xi emphasized the importance of accelerating the upgrades of key technologies and core products, highlighting the necessity of maintaining a solid foundation in innovation to achieve high-level self-reliance in technology.

The call for strengthening technological innovation comes as tensions between the United States and China, particularly regarding semiconductors, continue to escalate. The trade war initiated by the Trump administration has carried over into President Joe Biden's tenure, with Washington now considering additional restrictions on the sales of artificial intelligence microchips. Last year, comprehensive export controls were implemented to sever China's access to certain semiconductor chips produced globally with US equipment. Furthermore, the United States is contemplating limitations on investments and knowledge transfer to Chinese companies involved in advanced semiconductors, artificial intelligence, and quantum computing.

In response to these challenges, Xi has emphasized the importance of self-reliance and achieving scientific breakthroughs to safeguard China's industrial security. He has called upon state firms to play a pivotal role in the battle for core technologies. Recent actions taken by China, such as the abrupt announcement of export controls on metals used in semiconductors and electric vehicles, highlight its commitment to protecting national security and interests in the technology sector.

While the United States seeks healthy competition with China based on fair rules that benefit both nations, Treasury Secretary Janet Yellen conveyed during her visit to Beijing that it is not a "winner-take-all" approach. The goal is to avoid conflict and instead establish a mutually beneficial relationship. Yellen's trip follows Secretary of State Antony Blinken's visit, where he and President Xi agreed that the rivalry between the two nations should not escalate into conflict.

In summary, President Xi Jinping's emphasis on technological self-reliance comes in response to US restrictions on Chinese access to advanced technologies. China aims to achieve greater innovation and scientific breakthroughs to safeguard its industrial security, while the United States seeks healthy competition rather than a winner-take-all approach. The dynamic between the two nations continues to evolve, with efforts to navigate the mutual rivalry and maintain a stable relationship.
